I've seen a few fluid PhysX simulations while looking around videos for seeing what can be done for Project Soaking Trident, and the UDK seems to support many of these features. However, they seem to all require PhysX and obviously not many people have PhysX capable hardware so I'm not sure what the best way would be to work it out.
These effects however, would be perfect for such a water warfare FPS to create environments where dynamic bodies of water roll around and have unique and extreme gameplay implications.
