Outrageous Water Weapons

Hoover dam feed, supercell, black hole. All would soak quickly and effectively, but would be rather difficult to get when and where you want. My solution:

The most portable megaweapon of water warfre, a cloud seeding gun. It helps clouds to form the mist into rain. :soaked:
