Some odd things we do:

.When an enemy gets stuck in thorns, give them a few seconds' chance to get out of them. Then hit them if they are still stuck.

.When an enemy falls/rolls down a hill, give them a few seconds to recover.

.When you fall/roll down a hill and end up on your back in the middle of a sea of enemies, just surrender your point.

.Do not shoot at civilians, although you can ask them if they've seen other people with water guns hiding somewhere.

.When an enemy trips/falls, give them a few seconds to recover/get up. If they take too long, then you can hit them.

We have one similar, for our soakfests. Basically, if you've got a circular firing squad on somebody, it's sporting to let them out and give them a second or two to get going. Too much bad crap happens when people get cornered and torqued by being drenched for two minutes straight.
