As I said before, taking a video would be an accurate way to measure the time it takes for a stream to travel a set distance. Just count how many frames it takes for the stream to exit the nozzle to the point of impact, then divide by however many frames/sec the camera takes.
EDIT: Whoops, didn't read duxburian's last post. Still, the average digital camera with a movie mode would do it, at 20 frames/sec the results would be accurate to 1/20th of a second.

Maybe interested in a Blazer?
So far, I've heard mixed opinions. I only look for range, output, stream speed, and capacity really. The companies set how much you can upgrade those. The user has full control over the other things, such as nozzles and colors.

Well, I was in K-mart buying fishing weights for homemade nerf darts, and what-do-you-know, they had Blazers! However, I took a pass, still wavering between yes go for it and no hold back. Good range and slow stream speed cancel each other out. Output can easily be increased, but with that slow stream speed, those cancel each other out as well. Unless a larger stream could speed the speed.

The Blazer is the best soaker in the 2006 line. due to the fact that you said some of your team is using flashfloods, I would say buy the blazer so that they can have an upgrade. Then again, i love my flashflood and I find it much more fun to use even if it preforms worse. Then again, we're here to have fun right?
